I am writing to inform those who are customers of the Cayuga County Water & Sewer Authority that it has another major blunder to add to its record of underachievement.
It has failed to read and bill water usage to a large number of customers for a period exceeding six months.
My neighbor and I just received estimated billings for the past two quarters. Our meters have not been read for several months and as of this date, they still haven't been read.
Reading meters and billing customers is a major part of the authority, and I can't understand why the management of the water authority hasn't done it and made this happen.
Second, it is the duty of the county Legislature to oversee the authority, and insure it is operating properly. It appears they have not done this.
This follows on the heels of firing the county manager and the hospitalization billing done by the county Legislature to the towns or villages.
Many customers may not be able to pay the full amount at once, because they are on a fixed income. Those being billed were not offered payment terms, but will be billed late charges if not paid by the due date.
These late charges will be 10 percent of the unpaid amount.
It is time that this authority and other departments of the county be audited and procedures put into effect, to insure their proper operation.
