The decision to whether raise the minimum wage for fast food workers to $15 an hour now rests with the state Department of Labor. 

The fast food wage board empaneled by Gov. Andrew Cuomo has filed its report and recommendations, the agency announced Friday. Acting State Labor Commissioner Mario Musolino will now review the panel's suggestions. 

There's little doubt that the minimum wage for fast food workers will increase. The wage board has called for a phased-in hike. The minimum wage for New York City residents would rise to $10.50 an hour at the end of this year, $12 on Dec. 31, 2016, $13.50 on Dec. 31, 2017 and $15 on Dec. 31, 2018.

For fast food workers in the rest of the state, the minimum wage would increase to $9.75 at the end of 2015, $10.75 on Dec. 31, 2016, $11.75 on Dec. 31, 2017, $12.75 on Dec. 31, 2018, $13.75 on Dec. 31, 2019, $14.50 on Dec. 31, 2020 and $15 on July 1, 2021. 

The wage board determined that the hike should only affect fast food chains with 30 or more establishments nationwide. In an attempt to clear up which chains would be impacted by the increase, the wage board included a list of chains in its report that operate in New York and have more than 30 locations in the U.S.
