Making good on his promise to name "enemies of reform" if state legislators did not sign on to co-sponsor independent redistricting legislation, former New York City mayor and founder of New York Uprising Ed Koch released a list of state legislators who, in most cases, have gone from being a "hero of reform" to an "enemy."

Koch released the list Tuesday. All the legislators listed (except for one) are Republicans, and includes nearly every Republican state senator.

During a conference call with reporters, Koch said of the 138 legislators who signed on to the New York Uprising pledge, 42 "reneged." Of the 42, 31 are state senators, including state Sen. Michael Nozzolio. The only state senator not listed: Sen. John Bonacic, who has signed on as a co-sponsor of one of the two bills introduced in the state Senate that would create an independent redistricting commission.

"These are people who I believe deserve the title of 'dishonorable'," Koch said. "They ran in the most recent election for re-election telling their constituents that they were pledged to redistricting reform and once having won, have reneged. This is not acceptable."

In addition to the "enemies of reform" list, New York Uprising will be running robo-calls in districts of the state legislators who Koch says did not live up to their pledge.

Alex Camarda, director of public policy and advocacy for Citizens Union, a good government group, had  the quote of the day. Camarda made a reference to Charlie Sheen to describe why he felt redistricting was flawed.

"I call this the Charlie Sheen version of redistricting. It's basically all about winning. It's winning for the incumbents who are already in power and winning for the parties in power - the Democrats in Assembly and the Republicans in the Senate. They draw these lines with that sole concern in mind."
